The market cares about usefulness and demand, not just how hard something is to pull
At the early stage of a set's release, I like to play BO3 since the competition is softer there most of the time and most players are still getting used to the set so an experienced player can take advantage of that
Now, that said, theres a balance to be struck between things are fine with most play and things are unstable with high-level competitive play that we havent currently hit
